Keep in mind that even if your consortium is fully using the production (live) site, that your staging (test) site is still active and occasionally updated with the data from the production site (you can find out exactly when that's happening next in scheduled maintenance).

The staging site is the best place to test things before attempting them on the production site. One reason is that the staging site will not generate any e-mails, unlike the production site. It also allows users to test with meaningful data identical to the content on the production site.
